That's a little better than average for an NFL fullback.
40 Yard Averages for NFL Positions (source - http://www.sportskeeda.com) Fullbacks - 4.80 Running Back - 4.49 Tight Ends - 4.75 Quarterbacks - 4.81

No way he’s a day 2 pick(2nd & 3rd round). RB’s come dime a dozen and their shelf life in the NFL is short. If you’re a late round RB you better have special teams tape and he has none. I think he goes undrafted and goes to camp somewhere. How many NFL draft quality college running backs have special teams tape? I would think that NFL teams draft based on the perceived potential of the player to fill their primary offense/defense position, and figure that if the player has the tools for that, they can be taught to play special teams while they are developing or serving as a back up. I don't imagine that special teams tape is a requirement for any draft position. Well....kickers. They do have to have at least marginal ability at that primary role. Special teams tape probably not a requirement. But. Late round marginal players get a plus for having played special teams or having notable aptitude. DB, WR who can be gunners, RB is a position where speed and/or size looks better if they have played defense at some point. LBs often are in this situation, the occasional DE.
It makes difference between a late draft choice or FA. Or not even being a FA at all. A slightly better position player might lose out if he doesn't have experience or high potential. Steele could easily be in that situation.

Something to think about is the new XFL/NFL kick off alignment. I’m not so sure traditional kick returners will be used as much as they used to. I can see like 2nd or 3rd string RB’s being used as returners since they will be used to running through these kickoff blocking schemes that are more similar to original line of scrimmage.

A player who excelled at Special teams in college while also excelling at his position often gets the nod in the final rounds. They often get the nod then in final cuts... Make plays in your limited snaps and be everywhere on special teams... Nic Jones

Better off undrafted and picking the team vs being a late pick with not as much of a chance to make the team that picked you.

Better off undrafted and picking the team vs being a late pick with no chance to make the team that picked you. Except that the investment of a draft pick indicates a certain amount of belief in a player

Maybe not at the same level, but I'm not sure how much difference there is from a 6-, 7-round pick and a free agent. Not just anyone can walk into an NFL camp and work out.

Except that the investment of a draft pick indicates a certain amount of belief in a player At least they think the player might go somewhere else if undrafted. Not much difference. 5th, 6th round usually makes the roster. Lots of teams 7th round have 5 or 10 players on their board about equal, use late picks to essentially make sure they get a player they'd have as a priority desirable undrafted free agent. In any case no guarantee to survive curts.

This Steele talk is boring. More interestingly, his UCLA teammate Colson Yankoff is getting a look from the Washington Football Team. They like the way he handles himself. He always gives a great individual effort and is a self-starter with great hands....particularly the right one. link
