That's completely up to the residents of Muncie.

In the guy's defense, the cops did NOT find a meth lab in his apt. while investigating about the dog. In Muncie, that's noteworthy and commendable.

It's actually kinda shocking there wasn't a meth lab.

www.indystar.com/story/news/crime/2015/10/27/toilet-paper-dispute-ends-arrest-muncie/74707432/"Police said a Monday night dispute over toilet paper turned violent, and ended with a Muncie man’s arrest. Bryan Edward Alwine, 27, was arrested after police were sent to a home in the 1200 block of West First Street. A woman identified as Alwin’s girlfriend said the Muncie man pushed her “so hard that she flew,” a city police report said. She reportedly landed in the street, striking her right knee and elbow on the pavement. The woman said she and Alwine had been “arguing this evening over toilet paper,” adding that he “is very specific on what he likes to use.” Alwine, preliminarily charged with domestic battery, was released from the Delaware County jail on Tuesday. He was convicted of residential entry in 2008."

At first glance, just another slice of life story from Muncie, where on any given day the cops could probably arrest about 70% of the population on meth-related charges if they wanted to.
But there is this:
Scott M. James, 40, of the 400 block of West Darrell Drive, was taken into custody after a witness reported an increasingly wet James would occasionally “stand up and pretend to get into a safe.”
Was he doing a mime act? Was he twisting his hand as if spinning the combination dial? And then swinging open an imaginary door? Or what?
