Actually, the permitting process takes longer than you think. In addition, the shoe that hasn't dropped yet for football is this...once available I've heard perhaps no pass out for halftime tailgating. Once you leave, no re-admittance. That may be a PR issue at schools like Ball State. Does BSU actually allow pass-outs at halftime. I have never been to any venue where that is permitted. The paperwork for an alcohol permit generally takes about 6 weeks, but BSU can probably get it pushed through faster. Yes. For football we always return to our tailgate party at halftime and resume the eating and drinking. Then return to the game sometime early in the third quarter. No ticket required to return. Basketball might be more restrictive. I've never tried to escape. er.. I mean leave.

The general public has been allowed to buy beer outside the stadium for a couple years now. They have had beer for sale in what the call charlie town over by the alumni center and last year they also had a beer garden to the left of the main stadium entrance. Were the using the catering permit for these?
