Exactly. And it's making the news at the national level. US congressmen can scam that much in 12 seconds.
I'm pretty sure that if Tyler had put the same time, effort and ability into some honest profession, he would have made a lot more without nearly the trouble or risk. I'm not saying he shouldn't be prosecuted, but the whole thing strikes me as more pathetic than disgusting.

Not to mention the millions that he has fleeced taxpayers for, to be paid for overstaffing the fire department.

I'm sure there is more we don't know of, but I'm also sure the feds spent more than $5K per day on this investigation for who knows how long, and that the total cost of investigating Tyler amounts to many times his ill-gotten gains.
Note that I am not saying they shouldn't have bothered, nor do I feel that Tyler doesn't deserve the trouble he is currently in. I'm just pointing out how small the amounts are in these local Muncie politics scams. And Tyler's would probably be much bigger than is typical. Like, I remember a few years back that the SP has several front page articles around the allegation that some local politician got his dipshit (and probably otherwise completely unemployable) nephew a job on the street crew....a total shit job involving filling in pot holes.
If you're a dishonest person looking for ways to make money, you could do much better than Muncie city govt. Also it's funny that Muncie, which is such an overwhelmingly Democratic town, regularly elects Republican mayors because the people eventually get tired of the dumbass Muncie democrats and their petty scams, and their inability to avoid getting caught. They are not exactly Machiavellian, nor could they likely spell, pronounce or define "Machiavellian".
Back in the 90's, I found that the local Democrat political people could be divided into two groups: the "guilt" Democrats and the more numerous "scam" Democrats. The "guilt" Democrats were the proto-woke liberals centered around BSU, they were focused on own their self-images. The "scam" Democrats were the union-oriented folks centered around the old southside neighborhoods...they were focused on getting ahold of taxpayer money in various ways. Of the two groups, the scams were much more tolerable and you could have a enjoyable drink with them. The guilts...you just felt like slapping.

I think the guilt and politically correct Democrats definitely should be slapped. Their socially ridiculous policies have decimated the west coast. It’s pretty sad what’s happening to great cities out here. No one can argue that.

The low speed car chase is the clincher for me. There is just something I find hilarious in a low speed car chase. It subverts the whole concept of the car chase. And, of course, the presence of the goat adds a lot.
But, I hope we don't add to the overincarceration problem we have in this country by putting this poor guy in jail. This is the sort of misstep any of us could make.
