It's been three weeks since WTHR pulled itself off the air for ATT & DirecTV customers. Apparently it is over retransmission fees. Will the Colts Sunday night game be what finally pushes both sides to the table to get a deal done?

Here's WTHR's problem: They only have channel 13 and WALV. This means they have no leverage with AT&T. If they had 50 stations across the country, they would have struck a deal by now.
Unfortunately, WTHR believes they can substantially increase their asking price. AT&T knows that the longer WTHR is off their system, the less they can charge for advertising, so it's in WTHR's best interest to get a deal done ASAP.
They'll get a deal done soon, because WTHR will lose a ton of money on the Colts game if it's not on AT&T. The market will figure it out.

Similar dispute in Columbus OH going on.
ATT involved in a lot of these retransmission disputes. More than most. They pay less than others like Comcast so it has worked. But resistance is inevitable. Not quite true local stations have no leverage, they sell rights to ATT competitors, and it's not just Colts football in issue.
Fairly complicated economics in the business. Local stations are getting more aggressive. And ATT has thrived on growth through special intro pricing, which is expensive, and margins are not that secure w/o renewals and continued growth.
This will happen more often in future however this comes out.

But that's all they own, so not as much leverage as, say, Sinclair. When you take into account the rate that people are dropping cable, AT&T has a pretty good argument that retransmission fees are too high for them to make a profit.

No question the business is changing. But local and network content is valuable, those stations are holding out because they know that.

You could be right. But not a Brit. I am not a big fan. He got into the business, made some good deals early, won big, and got out and became a guru and an "educator." And entertainer. That's America! Maybe he'll become President?
