Selling needles for profit fails due to lack of funds by needle users,x-factor and externalities, since the problem is a public one, and since those who suffer include everyone else in the community who pay for the health care and shared public costs of the disease resulting from reuse of needles.
Paying with public funds saves higher public health cost expenses to the taxpayer later. And of course the disease vector extends to innocent parties, including children.

I think most people in the world would prefer that other people think as they do....and probably worship too.
In what way is this unique?
No gripe with what they want. Not so happy with that Religious Freedom Act in the Indiana version which even Pence finally acknowledged was too broad.

Just out of curiosity what is your gripe with Pence? I haven't lived in Indiana for many years so I don't know a great deal about his time as Governor of the state; personally, I respect the man's conduct as V.P. of our country. As governor he openly discriminated against the LGBT community with his far-right religious freedom bill and he supports conversion therapy. He's adamantly opposed to reproductive rights. His policies created an HIV epidemic in southern Indiana and then did nothing to quell the problem. Sure we have a balanced budget and a huge surplus, but during his time as governor he mostly was an embarrassment to Indiana and what it means to be a Hoosier. Now, he's Donald's toy puppet. Yeah that bill that was a boiler plate carbon copy of legislation passed without LGBT protest in several blue states. Congratulations on not understanding how optic politics work.

If not, Pence would not have pulled it back and revised it. Oh I see it was "too broad" yet somehow was supposedly targeting a very narrow group of individuals. Pence pulled it back because he is a politician, not the phony potentate you for some reason believe he is. It was the expedient and practical thing to do. Just more Blah.....Blah.....Blah from you.

Whatever our utopian vision, deal with the reality, selling needles just doesn't solve the problem, and externalities are a very real problem for libertarian utopian fantasies.
