Violating copyright?
I call bullshit. Educational use gives a LOT of leeway when it comes to copyright. I could bring in a personal DVD of any movie, and play it for a class, as long as I have a legitimate teaching purpose to do so, with no copyright infringement. I could copy pages of a book (not the whole thing!) for distribution to a class.
Sounds like someone just want a bigger budget, and has been turned down.

That class use still requires a little care and attribution and cannot be used on a regular or ongoing basis. I am not so worried about classroom use of material though. but, it's the lack of periodicals, reference books, and shrinking ability to get newly released books and materials that is.

With everything being available on the internet, I disagree.
There is LESS need for periodicals and reference books. You can also check out books electronically to your Kindle or other e-reader, so physical copies of books are becoming less necessary.

Athletics is UNDER funded?
What would be the proper deficit to run in football every year? $20 million?? $50 million?

Physical books may not be the question at all, though. Online isn't always free, or cheap.
Even online, you don't find a whole range of technical and academic materials available except at great expense for the access. Kindle does not provide free books after all. Public libraries do not "stock" electronically the kind of books and journals provided by the big academic monopolies like elsevier.
The cheap public sources usually do NOT have materials which are not widely accessed. And they have to pay to put material on line,a licensing fee. It's not free for libraries to acquire access.
In the sciences and in business and law where I know academic budgets very well, the large data bases and sources of academic literature are more expensive every year and the library budget stays the same.
Even in Humanities and Lit course, you can't providing a reading list for a course available from the public, free or low cost libraries, and when assigning readings you have a royal pain in the ass to get approval to reprint a set of supplemental readings for your course.

Budget for D1 does overwhelmingly go toward that thought. But expecting Sherm to want winning teams and pay for it is way beyond his ken.
