With all the rules to protect the indefensible in the NFL, it is getting kind of ridiculous.
As a runner is going down, he lowers his head so that the tacklers helmet hits the runners helmet. Flag against the defense, 15 yards and automatic first down. Same thing several times a game for offense (Quarterback, Receivers).
Neither the Defensive line nor the Offensive line has such protection. Are these rules for general protection or to protect the higher invested players.
I hear there are talks now to change the name to the NFFL (National Flag Football League).

You're totally right about the offensive player lowering his head. There has to be some sort of leeway when the defensive player can't possibly avoid it. Sometimes the offensive player does something unexpected and there's no time to react.

Sometimes the offensive player does something unexpected and there's no time to react. That's become part of the strategy now for the offense. Players are now told to initiate the contact to get a penalty called, so instead of the new rules preventing hits like that, it's having the opposite effect.
