Wake Forest and North Carolina (both ACC) are playing each other tonight as a non-conference game because the league hasn’t scheduled them in a while.
Is this normal? I assume IU and Purdue have some kind of agreement with the Big10 that they play each other every year? If so, doesn’t that hamper the conference scheduling?
Maybe this is more common than I know.

I can't speak for football but I know a few years back when the Big Ten shifted their basketball schedule away from guaranteeing two games for rivals that Purdue and IU played a non-conference basketball game in a year when they were only scheduled to play once in conference.
