What’ll happen is any player that would actually draw any interest for a paid autograph or jersey sales or whatever will go where the biggest money is. And the biggest money will be tang perennial top 10 programs and everyone else is left out. And you’ll have Joe Fan, who also happens to be a big fat cat booster paying 20k (conservative) for an autograph if the kid will come to the boosters school. Or a car dealer will pay huge to use a likeness. It will be an over the table way to pay a kid under the table.
Will the IRS expect this stuff to be reported and taxed?

The best way, apart from those $500 autographs for boosters, to exploit that image is where there is a large, avid, fan base and where the school is on national TV frequently.
Just another advantage recruiting for the big schools. The rich get richer.

Another nail in the coffin for a mid major getting lucky recruiting, plus incentive to transfer for a gem you do find.
