You know, if you just really hated some particular group and really wanted to screw them hard, an excellent tactic would be to somehow prevent them from addressing their worst current issues impacting their quality of living. And a good way to do this would be to basically make it taboo in society to even speak of their worst issues that impact them the most.
And to further lessen the chances of their issues being addressed, you might hysterically obsess over some infinitesimally smaller issue that is the fault of some other group in society, and pretend THAT is really the biggest issue facing them. Give the group a scapegoat to focus on. Then let human nature take over. You could maybe count on them ignoring the issues most impacting them in favor of freaking out over the much smaller issue and the scapegoat.
