Nearly every Muncie RR crossing West of Walnut to Yorktown is closed.

Where is Mayor Pete when we need him, he's the czar of transportation...
My daughter says one of the companies in the investment portfolio she manages does most of this type of work for RR companies all over the company. She called the CEO who explained how they avoid the problem and that Norfolk Southern has always done it in house and is notoriously inefficient.
And on top of general inefficiency whoever is the liaison with Muncie for the RR seems to have some kind of friction with Muncie officials, and there is a history of refusal to coordinate and cooperate.

Since railroads are governed at the federal level... Well, you can figure out the rest. Strange, since they just got a huge raise and more time off. link
A strike would have cost the economy more than $2 billion per day, according to... uh... railroad workers.

This one seems to be management decision NOT to use external company. Others often, even usually, apparently go that route.
Other lines handle this problem. I can't blame a union here.

You clearly understand NOTHING about how railroads operate. The city of Muncie has zero power or authority over them, nor does any other municipality. They do as they please without accountability.

Almost true. They do have to answer to Fed regulation (Pete Buttigieg) and there is some power to regulate at city and state level where there is a balancing test used to overcome the Supremacy Clause issues. The public also has some influence on federal regulation after all even if federal regulation generally trumps state power, that is generally true, but not always. Health, safety concerns were ignored here. Fire, police, ambulance routes were blocked. In any case the city has the responsibility to it's own citizens to advocate and did a lousy job informing the public of this problem and could have designated detours and controlled traffic better.
