What the hell just happened? Hogsett had a press conference and said he talked to MLS officials about an expansion team, and is looking to build a new stadium on Pearl Street, east of Gainbridge.
The developer for the new Eleven Park says the city has backed out of an agreement for public financing, without which the stadium can’t be built. BTW, the developer is headed by the owner of the Eleven.
I imagine the Eleven will be leaving town soon.

Seems to be some kind of disconnect between Hogsett and the Elven owner Ozdemir. I do not think they see eye-to-eye on many things.
For the good of the city, and downtown, Hogsett needs to come to together with the Eleven and make sure their White River project is the site for MLS. If a stadium redesign needs to happen to allow more seats, then see the plan through.
With the Elanco HQ going up across the river from the Indy Eleven Park project, and adjacency to Lucas Oil Stadium and the convention center, the Indy Eleven site works much better to tie the Elanco campus to the downtown.
I'm sure Ozdemir wants more involvement in developing Indy Eleven Park through his construction company. Probably doesn't set well with Hogsett.

I spent some time thinking about it this weekend, and I think Hogsett prefers the site on Pearl St. He mentioned specifically that the location was near the bus center, and since the electric buses have been an epic failure, I think he wants to have people take the bus to the stadium to increase ridership numbers. With the poor traffic flow in that area (bounded by the railroad on the south), driving in and finding parking would be difficult.
But I think the site on White River has a lot more potential from an aesthetic viewpoint. Throw in that Oz plans on apartments, restaurants, and a hotel, all on a plaza, it is a much more ambitious project, but one that would transform that area of downtown.
Hogsett already got Oz to do his dirty work for him: buying and razing the Diamond Chain factory, which was an eyesore, and going through and prepping the site. I think Hogsett is just looking to leverage Oz into a better deal.
Don't know that Oz will want to do Hogsett any favors in the future. We all know that Hogsett is a lying little weasel.

I wonder what the marketing gurus project for attendance.
I do in principle like developing on the river, but wonder what the economic impact is of either site overall, I'm a little skeptical about the part touting apartments and restaurants without seeing some numbers. How does downtown and existing business do under each?

So they are trying to have a professional, major league soccer team in Indianapolis. The Indy Eleven currently plays in the USL Championship division, the top tier of USL, but just under the MLS. The owner of the Indy Eleven has been discussing with MLS about moving up, once the new Indy Eleven Park was completed. Mayor Hogsett did an "end around" and contacted the MLS directly about supporting a totally different ownership with an expansion team. For some reason Hogsett is putting a huge c@ckblock on Indy Eleven ownership with its attempt to move up to MLS.

The Indy Eleven project had already been granted a "Professional Sports Development Area" (PSDA) designation. Hogsett goes a creates a secondary PSDA for the property south of the Heliport and east of Gainbridge for his project. How can a city the size of Indy support two PSDAs? Hell, Chicago currently has one for the new Bears Soldier Field development, and the White Sox have requested another for an area southwest of The Loop. Chicago is having issues justifying a second PSDA and may drive the White Sox to Nashville. Hogsett, you already have a PSDA area designated. The land has been cleared. Follow through on it, instead of trying to have your own personal "Mayor Hudnut moment."
