Well it seems like every protest since at least Ferguson has ended in riots.. Have a riot response team in each city. When something happens designate an area on around city hall or court house. Make a perimeter around area with police or National guard.. Make it simple stay with whatever block radius protest peacefully as long as would like.. Let it be known before hand these are the rules if you leave the protest or Anything non peaceful goes down. LE/Nat Guard will take what ever means necessary to stop it

There is that pesky freedom of speech and assembly issue. Not absolute, but it might not be possible to do quite as much as you are proposing to limit the speech in advance. Prior constraint is disfavored.

You would think People wanting to Peacefully protest would be fine with this as it could provide a layer of protection for them as well.. The problem still lies in miscreants acting out but as soon LE see's something snatch their ass up and take them behind the barricade. If you end behind the barricade you are arrested and charged accordingly.

There is a grain of truth in the theory. That Minneapolis in training their police was negligent is perhaps arguable, and that the lack of care eventually led to actually cause real harm is true enough even if remote. But that Minneapolis owed a duty of care to every other municipality and that there existed Proximate Cause is very weak.

I think people planning to riot in rural, white neighborhoods are in for a rude awakening.
There are a lot of "Second Amendment Enthusiasts" in my neighborhood, that wouldn't appreciate a gang of ne'er-do-wells threatening their safety or property.
