True thirteen hours is an issue, but the ratings are far lower than both NBC's and the advertising industries projections. The Opening Ceremony rating was also down almost 40% and that's across all delivery services. There is a general apathy about these games.
Before you ask, the 2016 Rio games had much lower ratings than the 2012 London Olympics. So it isn't like 2016 set some sort of record viewership.

US men's basketball had a game that started at 8am this morning, So I dug around to find the broadcast and after about five minutes of searching finally watched it on firetv from the NBC Sports app. I thought it was odd the game wasn't on any NBC affiliated broadcast channel so I checked the NBC network coverage and found they were instead airing a tape delayed broadcast of NZL vs. France women's rugby. What a strange event to air on a Saturday morning................

I saw Biles pulled out of two individuals already.

Meanwhile in woman's soccer: Purple haired, anthem-disrespecting attention hound denied chance at gold by man pretending to be woman.

Great points in the article.
Incoherent coverage and no plan.
Watching delayed tape of an event where you know the result is no fun. Only a very few live events you can watch (golf for example) that make sense and are of mediocre quality coverage.
It's too big an event to cover without some kind of organization of the broadcast so viewers can understand it.

It was off putting how the weather at the track kept going from sunny to rainy and back to sunny for (on TV) consecutive races.

Well you couldn't watch men's basketball live, but NBCSN is currently showing men's marathon swimming live. That's right two and half hours of watching people you have never heard of swim in a lake. Hard to believe ratings are a disaster.

So, it seems like the Biles saga exceeded everyone's attention span. A few days back she was the #1 story in the Olympics, if not the entire sports world. Then she comes back to win a bronze in the beam and I'm not seeing or hearing anything about it.
By the way, I was only vaguely aware of her before and had a negative impression due to all the hype and skin-color-based talk in the media. But over the course of these games, I have come around to liking her. From what I've seen, she has consistently displayed a classy, humble attitude.
