I don't see the expenditure of several hundred thousand dollars to be able to hire a new coach in basketball would stand out as a great first step.
You don't think the athletic department should carry a reserve fund to pay for off-budget items like this. Probably not. The funding of a $300K "contingency fund" when you are constantly requested needed funds elsewhere is not a likely line item requested or approved in the budget.
I doubt the State of Indiana looking at our books and seeing 300K sitting there for this purpose would consider it prudent use of money.
The whole point here is the need for a new coach being worth the expenditure of a buyout, absent some scandal, total meltdown or the like. That some BB fans melt down is not the test.

I'll bet just the travel budget for our Athletic Department administrators runs in six figures every year. The first thing I would do is order a surprise independent audit of the entire athletic department and determine exactly where the money is being spent. My guess is there is waste everywhere, from overpriced and unneeded vendor contracts to employee pilferage and malfeasance.
Waste? How does an auditor define that? Have you ever spent a day in the real world ? The auditor doesn't make any decisions regarding if money is wasted or not.

I don't think the State is going to have an issue with the prudence involved in a reserve fund. The State has multiple reserve funds of its own.

You actually expect there to be large amounts of missing property and expenditures made without receipts? You have never tried to buy something on BSU's dime, get reimbursement for an expenditure, or for travel. It's going to take a lot of missing pencils to make that buyout.

Do you seriously believe there is an alternative to an AD who isn't pretty damned careful to follow best practices?
Can you name an AD anywhere, at any university or college, who would meet your approval?

I would say B-. I think she's been decent, not great, but certainly not terrible.
Football - Unfortunately the 2020 season looks like a total short season fluke but not 1 person griped loudly about her extending Neu last summer. I think most ADs would of made a similar decision given the circumstances.
Mens bball - Should of canned Whitford 1 yr earlier and extending him was stupid, but at least she finally did it. Her worst decision so far. Too early to make any real conclusions on Lewis.
Baseball, women's basketball, and Women's volleyball all had solid coaching/managerial hires already in place and she hasn't ruined that.
So far an A+ hire of Donan Cruz in mens volleyball. This is probably her best decision yet.
Hard to judge Lacy Schurr for women's softball. This year was worse than her first year. Check back after the 2023 season.
I pay close to zero attention to the other programs so its hard for me to factor them in when evaluating Goetz.

D that's rough I agree with the Whit part but Atletics as a whole are pretty good right now That's because some of you guys are overrating Neu and the Covid year football championship. Sorry but at this point that looks like a circumstantial fluke, kind of like IU almost winning the Big Ten that year. You gave her a solid B yourself Sweep, so not sure why you think a D isn't rather harsh. Athletics are more than just the football and men's bball programs although those are under the biggest spotlight in 90% of D1 athletic programs minus some regions like hockey programs in Minnesota and some Michigan D1 schools. Yes extending Neu last summer probably will not end well but I don't think many ADs if presented the same circumstance last July would of refused to extend him. Just look at the comments in here when Neu was extended. Hardly any negative comments vs Whit extension which was dumb as Hell that most of us were furious about. Giving her a D or a F is suggesting she's been awful and imo that's a reach if you look at the entire athletic picture. An A is a reach too I think since a good number of the best BSU coaches/managers were already in place, plus the babying of Whitford, so a happy medium between both extremes seems fair.

Agreed, I don't believe that the athletic dept couldn't afford to buy 1 yr of Whit salary. At a minimum they could of refused to extend him for that matter.

I do not know how you think they were going to find the buyout money. Certainly not in the budget without making cuts in programs already pared to the bone. Not much spending you can defer or reallocate without harm.
Outside money? Last year we had more than the usual budget uncertainty and plenty of possible competing uses for any reserve funds or outside money on account. This would not be outside money Goetz controlled.
COULD it have been done? With full approval of the President to shift money he controlled considering all those factors. But a second issue was in play. What would they do then? If they did not have buyout without mortgaging the future, could they make a search and find a good coach. Where was the money for that. The urgency of a buyout just wasn't great enough for the powers to be to make the deal a year ago.
I believe the administration did not want to make a change without a very good chance for an upgrade.
The delay in the year did not change the numbers. Without new money coming it it would have been tough to make the deal they did , except it turns out money was on the way THIS year for both those purposes. THAT was not a slam dunk and it appears only done by reallocating money from other sources to cover delay in those funds being available and by reallocating the intent of a large gift closed in February 2022.
As it is with 20-20 hindsight, it appears no great harm was done by delay and we gained the chance to make a good hire we might not have been able to make.

I think you have to look at her record in the context of what she has to work with.
Overall, I think she's done better than average, when you consider the budget constraints. Her weak point is marketing. Her strong point is evaluating talent.
In my experience. Your mileage may vary.
